    Abstract: The purpose of the present invention is to provide a vehicle control device, etc., with which it is possible to improve energy consumption efficiency of a vehicle which is used in passenger transportation. Provided is a vehicle control device (10) which is mounted upon a vehicle (1) which is used in passenger transportation, said device comprising: a selection unit (101) which, when a vehicle (1) is being autonomously driven, selects a subject who is at least one from among persons who are present in the periphery of the vehicle (1) and who have been detected using sensing information representing the periphery of the vehicle (1); a state acquisition unit (102) which acquires a first state which denotes a state of the subject which the selection unit (101) has selected; a change unit (103) which changes a speed setting of the vehicle (1) according to a second state which denotes the state of the vehicle (1) and the first state; and a travel control unit (104) which controls the travel of the vehicle (1) at the speed which the speed setting after the change denotes.

If the gesture detection unit detects a gesturing person when the assessment unit assesses that there are no passengers in the vehicle proper, the control unit causes the vehicle proper to stop in the vicinity of the person.
