PROBLEM TO BE SOLVED: To provide a method and apparatus for matching revision levels used by a mobile station and a base station for establishing a communication link.SOLUTION: In a communication system 100, an updated mobile station, such as mobile stations 102 to 104, starts establishing a communication call with a base station, such as base stations 101 and 160, in accordance with the protocol of a release with the updated standard. The mobile station repeats, for a number of times, the transmission of a request for establishing a communication link between the mobile station and the base station. The mobile station detects failure of establishing the communication link with the first revision level based on repeating the request for the number of times. The mobile station changes the first revision level to the second revision level at the mobile station for establishing the communication link.

PROBLEM TO BE SOLVED: To provide techniques for reliable transmission of higher priority data within a frame.SOLUTION: In one aspect, an inner code is applied to one or more partial segments of a transmitted data frame in addition to any outer code applied to the entire frame. In another aspect, inner coded segments of a received frame are decoded when decoding of the outer code indicates one or more errors within the frame. The inner coded segment is retained when the inner decoding decodes without error. The number of retransmissions of higher priority data can be reduced. In addition, delay for time-sensitive segments of the frame can be reduced. As a result, bandwidth can be more efficiently used, and higher responsiveness to higher priority segments, such as signaling traffic, can be obtained.

PROBLEM TO BE SOLVED: To timely provide a response of a (H-ARQ) and link quality feedback for end-to-end VoIP calls traversing GERAN air interfaces. SOLUTION: A control scheme using packet headers, which allows GSM (R) EDGE radio access network (GERAN) systems to increase spectral efficiency, in addition to multiplexing techniques such as superposition encoding, multi-user packet transmission, joint detection, and/or joint decoding fastens feedback to reduce voice over Internet protocol (VoIP) frame transmission latencies, thereby providing the hybrid automatic repeat request (H-ARQ) timely and decreasing incremental redundancy H-ARQ and link quality feedback latencies. A wireless communication device receives the broadcast and decodes streams, in accordance with the reception capabilities of the wireless device. The configuration of the wireless device can be determined, based on the wireless device's capability for decoding multiple streams. In addition, the configuration of the wireless device can be determined, based on the subscriber level of the wireless device.

PROBLEM TO BE SOLVED: To provide systems and methodologies that facilitate enabling multiple address access between two or more networks.SOLUTION: A home agent can update a binding cache with a particular proxy binding update (PBU) to include two or more network gateway IP addresses associated with user equipment (UE) within two or more networks or systems. When the UE in an idle mode moves between networks or systems to which registration has occurred, an attachment procedure is not performed since the home agent includes the network gateway IP addresses related to such UE. Thus, inter-system idle mode mobility is enabled without having to perform a full attachment, re-registration, or de-registration on the basis of the network location of the UE.

PROBLEM TO BE SOLVED: To provide an inter-system handover system that efficiently supports hand-down and hand-up to different radio access technologies.SOLUTION: Latency and handover connection failures are reduced by an access node (nodeB) broadcasting information about a neighboring system (target) when a UE 12 reception (RX) capability is both inside and outside a reception range of the neighboring system. A optimized list of neighboring RAT systems (targets) are broadcast from a network, including measurement parameters and reporting instructions. Thereby, reporting driven by the UE 12 minimizes the latency. The UE 12 reports other-system searches to network only if needed for a handover. In addition, handover requests can be bundled with other system measurement information, if necessary, for additional efficiency.
