PROBLEM TO BE SOLVED: To provide admission control and resource allocation in a communication system for supporting application flows having quality-of-service requirements.SOLUTION: An Access Network (AN) element determines available resources. When available resources are sufficient to support the requirements of a requested application flow, the AN admits the application flow. The AN periodically, and on trigger events, updates metric of available resources. The admission control may operate in coordination with a scheduler applying a compensation factor to each flow type, and a compensation factor for aggregate flows of a given user.

PROBLEM TO BE SOLVED: To provide a system and a method of allocating communication resources among subscribers in one communication network efficiently and fairly in accordance with a network policy of allocation of communication resources among subscribers. SOLUTION: Provided are a method and a device for controlling permission in a communication system. An access network (AN) element determines resources available. When resources available are sufficient to support the requirements of a requested application flow, the AN permits the application flow. The AN updates a metric of resources available periodically and at trigger event occurrence. Permission control may take place in coordination with a scheduler that applies a compensation coefficient to each flow type and a compensation coefficient for an aggregate flow of a given user.
