Methods, systems, and devices for wireless communications are described. A user equipment (UE) may be configured to maintain multiple message buffers for storing public warning system (PWS) information. The UE may receive a first segment of public PWS information via a first cell, where the PWS information is associated with a geographical scope that includes the first cell. The UE may perform a cell change procedure from the first cell to a second cell different from the first cell, and may receive a second segment of the PWS information via the second cell. The UE may then store the first segment and the second segment within multiple message buffers based on the second cell being included within the geographical scope associated with the PWS information.

Aspects described herein relate to reselecting, by a user equipment (UE) from a cell to a different cell based on detecting that the cell failed to process capability information transmitted to the cell, receiving, by the UE and from the different cell, a request to add a feature, wherein the capability information transmitted to the cell does not indicate the feature, determining, by the UE, whether previous capability information transmitted to a previous cell indicates the feature, and where the previous capability information indicates the feature, confirming addition of the feature to the different cell.

This disclosure provides systems, methods and apparatus, and computer programs encoded on computer storage media, for managing communications with a base station by a processor of a wireless device. In one aspect, a processor of a wireless device may receive from the base station a system information change indication in first system information. The processor may determine from the first system information scheduling information of second system information. The processor may determine a factor that a request for the second system information will collide with a request from another wireless device for the second system information. The processor may send the request for the second system information using the determined factor.

Wireless communications systems and methods related to user equipment (UE) idle mode mobility in a wireless communication network are provided. A wireless communication device establishes a network session with a wireless communication network. The wireless communication device reselects a first cell for camping, wherein the first cell is associated with the wireless communication network. The wireless communication device monitors for first system information from the first cell. The wireless communication device reselects a second cell for camping in response to a failure to receive the first system information. The second cell is associated with the wireless communication network and different from the first cell. The wireless communication device maintains the network session during the reselecting the first cell for camping and the reselecting the second cell for camping.
Abstract:
Methods, systems, and devices are described for recovery from a connection disruption of a user equipment (UE) operating in a multi-carrier mode. The UE may establish a first connection with a primary cell and a second connection with a secondary cell while operating in the multi-carrier mode. A determination may be made that a disruption in the connection with the primary cell has occurred, and the UE may perform a connection reestablishment procedure to attempt to reestablish communications. The connection reestablishment routine may prioritize the secondary cell ahead of one or more other cells for attempting to reestablish communications. The prioritization may be based at least in part on the establishment of the second connection in the multi-carrier mode.

A UE may camp on a femto cell in an idle mode and determine whether the UE has an interest in receiving an MBMS service from an MBMS cell. When the UE has the interest in receiving the MBMS service, the UE adjusts a priority of the MBMS cell on which the MBMS service is provided or a priority of the femto cell such that the priority of the MBMS cell is higher than the priority of the femto cell. Otherwise, the UE refrains from adjusting the priority of the MBMS cell or the priority of the femto cell.

Systems and methodologies are described herein that facilitate cell barring based on erroneous messages received within a wireless communication system. As described herein, in the event that a device fails to receive and/or decode respective messages transmitted from a network cell over a common communication channel, the device can implement one or more error handling procedures as described herein to reselect away from the network cell and/or a frequency associated with the network cell (e.g., as if the network cell was explicitly barred). Cell barring can be triggered as described herein based on a count of erroneous messages (e.g., consecutive messages, messages received within a predetermined time window, etc.), elapsed time between erroneous messages, or the like. Further, cell barring can be performed as described herein based on failure to acquire pre-scheduled system information, common system information determined to have invalid abstract syntax, or the like.

A method for handling a signaling message that specifies transmission rate restrictions may include operating in a first state. The method may also include receiving the signaling message from a network. The signaling message may include an activation time, the transmission rate restrictions and the control duration. The method may also include receiving a state transition trigger to operate in a second state. The method may also include determining the user equipment's behavior regarding the transmission rate restrictions upon receiving the state transition trigger.

Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may perform measurements on a plurality of cells. The UE may order the plurality of cells based at least in part on multiple factors including at least a cell selection condition, the cell selection condition indicating a threshold for the measurement for cell selection. The UE may select, based at least in part on the ordering, a cell from the plurality of cells. The UE may camp on the selected cell. Numerous other aspects are provided.

Certain aspects of the present disclosure provide techniques for detecting power consumption conditions to trigger transmission of user equipment (UE) assistance information (UAI) for a reconfiguration request. For example, an example method by a UE generally includes detecting one or more conditions associated with at least one metric related to UE power consumption; and transmitting UAI to a network entity, in response to the detection, to request a reconfiguration of the UE to operate according to a set of one or more parameters selected based on a value of the at least one metric.
