AN APPARATUS AND METHOD FOR GENERATING A CLOCK SIGNAL (CLK) PHASE- LOCKED TO A HORIZONTAL SYNCHRONIZATION SIGNAL OF A DIGITAL VIDEO SIGNAL IN WHICH NOISE SUPERPOSED ON THE HORIZONTAL SYNCHRONIZATION SIGNAL IS ELIMINATED OR REDUCED. TO ELIMINATE OR REDUCE SUCH NOISE, A NOISE SUPPRESSING DEVICE LOCATED PRIOR TO A PHASE COMPARATOR (3) MAY BE UTILIZED. SUCH NOISE SUPPRESSING BLOCK (2) MAY INCLUDE A SLICE CIRCUIT AND/OR SPIKE REMOVING CIRCUIT.

In an apparatus for generating a clock signal with the phase thereof locked to the phase of a horizontal synchronization signal, noise superposed on the horizontal synchronization signal of a digital video signal is eliminated. A noise suppressing block is provided in front of a phase comparator. Typically, the noise suppressing block comprises a slice block and a spike removing block. The noise suppressing block is used for eliminating noise superposed on the horizontal synchronization signal of a digital video signal which is output by an A/D converter.

A recording apparatus and method, a reproducing apparatus and method, a recording medium, and a program for quickly reproducing a picture associated with a unit of encoding of a moving picture. An extracting subsection (51) selects one picture from each GOP. A number-of-pixels converting section (40) reduces the amount of information on the extracted picture by thinning the pixels. A still picture compressing section (41) encodes the picture having a reduced amount of information by JPEG-encoding. A microcomputer (31) associates the GOP from which the picture is extracted with the encoded picture and controls the recording of the picture associated with the GOP on a disk (45) for recording a moving picture. The invention is applicable to a recorder for recording a moving picture on a data recording medium.

PROBLEM TO BE SOLVED: To enable a user to easily retrieve a desired image with voice. SOLUTION: A determination part 174 determines whether a characteristic quantity of voice of a moving image exceeds or below a predetermined threshold or not. A calculation part 175 calculates, when the characteristic quantity is determined to satisfy the condition, an evaluation value for a moving image with voice corresponding to the characteristic quantity based on a difference between the characteristic quantity and the threshold. A selection part displays an image of the image with voice corresponding to the voice based on the evaluation value. The present invention can be applied to, for example, a camcorder. SOLUTION: By a moving picture encoding section 110, moving picture data are compressed to be encoded, and a GOP size is outputted as the data amount of an encoding unit. In an area management section 120, by referring a file allocation table 330 with a portion of the number of integer pieces of GOP as a block, a continuous area corresponding to this block is searched on a recording medium, then a top cluster address is outputted. By a moving picture recording section 130, the moving picture data supplied from the moving picture encoding section 110 are recorded on the moving picture file 510 with this cluster address as the top. SOLUTION: An MPEG encoder is provided with a section for controlling the amount of code which decides a quantization scale. The section for controlling the amount of code calculates the amount of code assignable to each picture and decides the quantization scale on the basis of the amount of the assigned code. When calculating the amount of the assigned code for every one picture, the section for controlling the amount of code selects the VBR control when the coding difficulty of a picture is equal to a prescribed threshold value or over and selects either the CBR control or the VBR control so as to continuously select the VBR control until a final picture in a prescribed coding unit consisting of a plurality of pictures when the VBR control is selected for the reason that the difficulty is equal to the prescribed threshold value or over. SOLUTION: An MPEG encoder is provided with a section for controlling the amount of code which decides a quantization scale. The section for controlling the amount of code calculates the amount of code assignable to each picture and decides the quantization scale on the basis of the amount of the assigned code. When calculating the amount of the assigned code for every one picture, the section for controlling the amount of code calculates the maximum amount of the assigned code (maximum amount of assigned code Pmax) taking into account the amount of VBV buffer consumption so as to avoid the VBV buffer from being overflown (step ST6). PROBLEM TO BE SOLVED: To provide a method and a device for effectively enhancing a contour by locally extracting a signal to be used for contour enhancement by parameters and performing coring and limiter processing so as not to cause folded distortion. SOLUTION: A waveform signal is locally extracted from a signal to be used for contour enhancement by using each parameter for amplitude, period and phase and a contour enhanced signal in which the folded distortion is prevented is generated by applying coring processing and limiter processing to the locally extracted waveform signal.
