Abstract: A system and method for securely and flexibly handling prepaid card transactions in a single store, chain of stores, or multiple independent stores or chains of stores. Point of sale terminals are programmed to read prepaid cards and contact a host computer that autorizes transactions. The host computer (6) accesses a database containing a list of all clerks authorized to use each terminal. In a preferred embodiment, three types of terminals are provided: activation terminals (3) that permit value to be added to prepaid card, clerk terminals (4) that permit value to be redeemed from, but not added to, prepaid cards, and manager terminals (2) that are capable of adding or deleting a clerk from the list of clerks authorized to use a terminal. The system also permits a merchant or customer service provider to directly access the data base from a computer in a secure restricted manner.
