Abstract: PROBLEM TO BE SOLVED: To reduce the delay time set after a request by storing previously a part of data stored in a 1st storage having a comparatively long delay time covering a transfer request through the transfer start into a 2nd storage or a comparatively short delay time. SOLUTION: A tape library 60 consists of a robot-controlled jukebox that contains a magnetic tape collection of all movies supplied from a video server 50. A disk subsystem 62 stores the first part segments of all movies in addition to a complete set of popular movies. Then the server 50 transfers the programs in response to the requests of users via a network interface 64 of an ATM, etc. The first segment time of every movie stored in the subsystem 62 is set equal to or longer than the delay time during which the library 60 receives a request and starts transfer of the requested movie to the subsystem 62.
