Abstract: PROBLEM TO BE SOLVED: To provide an electromagnetic wave absorber and a method of manufacturing the absorber, whose properties of absorbing electromagnetic waves are excellent through wide bands, and which has such great levels of specific tensile strength and specific modules that can be used as a structural material, and further which includes a composite material composed of an inorganic fiber containing a conductive inorganic material and an insulating matrix. SOLUTION: The absorber has a composite material composed of an inorganic fiber containing a conductive inorganic material and an insulating matrix. The fiber has the composite phase of a silicon carbide material and a conductive inorganic material. The existence percentage of the conductive inorganic material gets gradually larger at the outer layer. The layer portion, where the percentage of the conductive inorganic material gradually gets larger, is in a thickness between 1 nm and 500 nm.
