    Abstract: Methods, systems, and devices for wireless communication are described. A base station may identify a semi-static resource allocation for a device (e.g., a user equipment (UE)). The resource allocation may be associated with autonomous transmissions from the device in an unlicensed radio frequency spectrum band. The base station may generate and provide a message for transmission to the device. The message may convey an indication of the resource allocation. The device may receive the message and use the resource allocation to identify a transmission schedule for the autonomous transmissions.

    Abstract: New radio (NR) power headroom report (PHR) design for millimeter wave (mmWave) deployment is discussed. The power control process for mmWave may include beam-specific periodic PHR reporting and user equipment (UE)-specific event-trigger PHR reporting. The periodic PHR reporting may either provide a single PHR that includes power headroom information for each of the serving beams, or the UE may be configured to measure and report PHR for different beams in different slots. When reporting a single PHR with power headroom information for multiple serving beams, a beam index may be included in the reserved bits of the PHR. For the event-trigger PHR, the PHR reported based on a detected event trigger may provide power headroom information only for the current serving beam, or for all serving beams.

    Abstract: This disclosure provides systems, methods, and apparatus, including computer programs encoded on computer storage media, for wireless communication by a user equipment (UE). In one aspect, the UE is configured to select, by a user equipment (UE), a list of synchronization signal block (SSB) frequencies included in at least one message as a selected list of SSB frequencies. The UE is further configured to determine, based on whether a first frequency included in the selected list of SSB frequencies is an overlapping carrier or a non-overlapping carrier, whether to perform a new radio (NR) early measurement operation for the first frequency. The UE is also configured to identify a SSB-based measurement timing configuration (SMTC) based on a determination to perform the NR early measurement operation for the first frequency, and to initiate the NR early measurement operation for the first frequency using the identified SMTC.

    Abstract: Aspects of the present disclosure relate to apparatuses, methods, and systems for performing early measurements during inter-RAT reselection. During cell reselection, a user equipment (UE) switches from a first cell using a first radio access technology (RAT) to a second cell using a second RAT that is different from the first RAT. The UE receives a measurement configuration from the first cell, and the measurement configuration configures the UE to perform early measurements for at least one RAT. After reselecting to the second cell, the UE determines whether to continue the early measurements based on the measurement configuration.

    Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) may receive synchronization signal block (SSB) related measurement configurations exclusively in a system information block (SIB). The UE may receive SSB frequency lists for idle measurements in both a SIB or a radio resource control (RRC) message, such as an RRC release message. In some examples, the UE may receive SSB related measurement configurations or SSB frequency lists for idle measurements in a SIB and an RRC message. Additionally or alternatively, the UE may receive SSB frequency lists in a SIB and an RRC message, while SSB measurement configurations for SSB frequencies out of a sync raster may exclusively be indicated in the RRC message. The UE may therefore experience improved coverage and reliability and, in some examples, may promote low latency for wireless communications relating to multiple radio access technologies, among other benefits.

    Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) may identify that the UE is operating in a dual-connectivity configuration with a master node (MN) and a secondary node (SN). The UE may receive at least one request that the UE report MDT measurements. The UE may perform a first portion of measurements associated with the first base station and perform a second portion of measurements associated with the second base station. The UE may perform the measurements while the UE is operating in the dual-connectivity configuration. The UE may transmit one or more reports including information indicative of the first portion of measurements, information indicative of the second portion of measurements, or both.
