Abstract: Methods, apparatus, systems, and articles of manufacture are disclosed to encode and decode video using quantization matrices. An example apparatus includes interface circuitry to access an input frame of video, quantization matrix syntax encoder circuitry to encode a set of user-defined quantization matrices into a sequence header associated with a sequence of video frames including the input frame, adaptive quantization matrix selector circuitry to select a subset of quantization matrices from a combination of a set of default quantization matrices and the set of user-defined quantization matrices, adaptive segment selector circuitry to select a first one of the subset of quantization matrices for a first segment of the input frame, the input frame to be divided into a plurality of segments including the first segment, and encoder circuitry to quantize transform coefficients of the first segment of the input frame based on the first one of the subset of quantization matrices.

Abstract: An example apparatus for encoding video frames includes a receiver to receive a current frame to be encoded, and a quantization parameter and statistics for the current frame. The apparatus also includes a frame motion analyzer to detect a motion activity status for the current frame based on the statistics via a motion activity analysis. The apparatus further includes a motion adaptive frame inserter to adaptively switch between a regular reference list management and a long-term reference frame insertion based on the detected motion activity status and the quantization parameter. The apparatus also further includes an encoder to encode the current frame using the regular reference list management or the long-term reference frame insertion.

Abstract: Techniques related to selecting restoration filter coefficients for 2-dimensional loop restoration filters for super resolution video coding are discussed. Such techniques include upscaling reconstructed video frames along only a first dimension and selecting filter coefficients for portions of the frame by an evaluation that, for each pixel of the portion, uses only pixel values that are aligned with the first dimension. Selection of filter coefficients for the second dimension may be skipped or made using only a subset of available filter coefficients.

Abstract: An example apparatus for encoding video frames includes a frame analyzer to execute a look ahead analysis on a received set of frames. The frame analyzer includes a look ahead video analyzer to down-sample the set of frames and encode the down-sampled frames with a constant quantization parameter (QP). A number of generated bits for each of the frames is used as a complexity measurement for each of the frames. The apparatus further includes an encoder to encode the input frame using an adjusted bit allocation based on a relative complexity of the input frame in relation to a complexity of the set of frames.

Abstract: Systems and methods for determining a target number of bits (target bitrate) for encoding a frame of video that will satisfy a buffer constraint in a parallel video encoder. The quantization parameter (QP) for a given encoding process may be determined for the frame based on the target bitrate to maintain a suitable average bitrate. In some embodiments, the bitrate used for one or more prior frame is estimated. In some embodiments, a buffer fullness update is made based on an estimated bitrate. In some embodiments, a bitrate to target for each frame is determined based on the frame type, estimated bitrate of a prior frame(s), and the updated buffer fullness.

Such techniques may include skipping coding of a picture of a group of pictures when an estimated coding bit cost of the picture is greater than an available coding bit limit for the picture and, when the estimated coding bit cost is not greater than the available coding bit limit, determining the coding skip indicator based on a picture type of the individual picture and a picture structure of the group of pictures.
