Abstract: Provided are carbon-based catalytic devices, methods of catalyzing one or more chemical reactions, and methods of fabricating the catalytic devices. Catalytic devices may include a catalyst material, an electrically conductive carbon material in contact with the catalyst material, an electrically conductive layer, and a dielectric material in contact with the electrically conductive carbon material and the electrically conductive layer. In some embodiments, the electrically conductive layer is configured to apply a bias voltage to the catalyst material, and the catalytic device is configured to catalyze a conversion of one or more chemical reactants to one or more chemical products.
