    Abstract: New water-soluble or -dispersible copolymer (I) is produced by polymerizing an N-vinyl lactam and a comonomer, in the presence of a polyether or polyvinyl alcohol, and polymerizing an anionic monomer in the presence of the product. New water-soluble or -dispersible copolymer produced by a two-stage radical polymerization of a monomer mixture comprising (wt.%): (1) N-vinyl lactam (20-99.9); (2) an alpha , beta -unsaturated anionic monomer (0.1-30); (3) a monomer of formula (II) or (II) or an alpha , beta -unsaturated anionic or cationic monomer (0.1-65); and (4) comonomer(s) (0-15). The polymerization is in the presence of a polyether or a polymer (5) comprising at least 50 wt.% vinyl alcohol units. Monomer (1) and at least part of monomer (3) are polymerized in the presence of at least part of component (5), after which monomer (2) and optionally (4) and any remaining monomer (3) and component (5) are added and polymerized. R1 = CH2=CR3; R3 = H or 1-4C alkyl; R2 = H, alkyl, hydroxyalkyl, aminoalkyl, N-alkylaminoalkyl, N,N-dialkylaminoalkyl or a polyether group of at least 5 alkylene oxide units; X = O or NR4; and R4 = H, 1-7C alkyl or a polyether group of at least 5 alkylene oxide units. An Independent claim is also included for a cosmetic or pharmaceutical composition comprising (I).

    Abstract: The disclosure sets forth aqueous cationic surfactant formulations and a process for their preparation. The formulations contains in solution a) from 10 to 50% by weight of a quaternary ammonium compound of the formula I:where: the substituents have the meanings set forth in the description, and b) from 0.01 to 15% by weight of an amine of the formula III:and c) from 0.1 to 5.0% by weight of a buffer which maintains a pH in a range from 4 to 9. The surfactant formulation is prepared by reacting an amine of the formula IIIin aqueous solution with a dialkyl sulfate of the formula IVwhere R1 to R5 are in a molar ratio range from 85 to 99.99 mol %, based on the amine and at from 20 to 100 degrees C. and then adding to the reaction solution from 0.1 to 5.0% by weight of a buffer which maintains a pH in a range from 4 to 9.
