Provided is an emulsion for a cosmetic composition, which is stabilized by using a polycaprolactone-polyethylene glycol(PCL-PEG) copolymer having improved solubility to a specific organic solvent as an emulsion stabilizer. The emulsion is oil-in-water type emulsion that uses a PCL-PEG copolymer as an emulsion stabilizer, wherein the PCL-PEG copolymer is dissolved in an organic solvent selected from the group consisting of an organic UV protecting agent, a propylene glycol fatty acid ester and a mixture thereof. Particularly, the organic UV protecting agent is selected from the group consisting of octylmethoxy cinnamate, isoamylparamethoxy cinnamate, octylsalicylate and octocrylene.
