Dichos elementos excéntricos externos comprenden aberturas preferentemente cilíndricas (21a, 21b) colocadas excéntricamente, que luego del montaje son alineadas concéntricamente una con respecto a la otra y sujetan preferentemente sin juego el mango (31) introducido de un elemento excéntrico interior (3), que comprende una abertura preferentemente cilíndrica (311) colocad excéntricamente, en la cual se sujeta el perno de anclaje (4).
