Abstract: PURPOSE: A method for encoding and decoding in an intra prediction mode is provided to simply induce an intra prediction mode without a complicated operation process. CONSTITUTION: If two identical induced most probable modes (MPMs) induced in adjacent prediction units are not included in at least two set prediction modes, an image encoding device sets up remaining two MPMs of an MPM list consisting of three MPMs for a current prediction unit out of the set prediction mode and a proximity prediction mode adjacent to the induced MPMs (S1001,S1003). Abstract: PURPOSE: A video bit rate control method and an apparatus thereof are provided to increase accuracy and performance of bit rate and to increase the efficiency of image encoding. CONSTITUTION: A video bit rate controller determines target bit quantity of a current frame by using current frame type information(S430). The video bit rate controller calculates a QP(Quantization Parameter) about the current frame by applying the determined target bit quantity to a secondary rate distortion model(S450).
