The element value calculating unit calculates the panning value, tilting value, and zooming value of the CCTV camera when panning, tilting, and zooming are performed. The communication unit transfers the element values and images to the traffic center by multiplexing a video link and a data link. The coordinate converting unit calculates a coordinate conversion on a three-dimensional space by a coordinate converting algorithm. The correcting unit installed in the traffic center automatically sets up a detection area by considering a mechanical error and corrects the detection area.
