The phosphoric triester of formula I is obtained, for example, by reaction of an alcohol of the formulas R O-(X-O)1 -H, R O-(Y-O)m - H or R O-(Z-O)n -H with a phosphorus oxyhalide such as phosphorus oxychloride directly or in the presence of a base either collectively or successively. The content of the phosphoric triester of formula I in the whole composition is 0.001-90 (esp. 1-5)wt.% in the case of an emulsion type preparation.

The cosmetic preferably comprises 1-40wt.% component (A), 10-98wt.% component (B) and 1-80wt.% component (C). This cosmetic can be prepared into skin cosmetics such as a skin lotion, a milky lotion, a cosmetic solution or an after-shaving lotion and hair cosmetics such as a hair tonic or a hair tonic and treatment/hair growth agent.

The blend amount of the compound of the formula to a cosmetic or external preparation is preferably 0.001-90wt.%, especially 1-50wt.% based on total composition in the case of emulsion type.

The cosmetic can further be compounded with a hydrophilic moisture- retaining component (preferably glycerol, sorbitol, maltitol or amino acid) having >=10wt.% solubility at 20 deg.C the component B.
