PROBLEM TO BE SOLVED: To obtain a hair growth-inhibiting agent containing a specific phthalazinone compound as an active ingredient, capable of effectively inhibiting the growth of hair to reduce the number of hair-removing treatments, and excellent in safety over a long period. SOLUTION: This hair growth-inhibiting agent contains a phthalazinone compound of formula I (R is a 1-4C alkyl; R is a hydroxyalkyl, an alkenyl, phenyl) or a benzoxazinone compound of formula II as an active ingredient. The active ingredient of the hair growth-inhibiting agent is preferably added to a cosmetic in an amount of 0.001-3wt.%.

PROBLEM TO BE SOLVED: To provide a novel external preparation, a hair restorer, an NFAT (nuclear factor of activated T cells) signal inhibitor, a calcineurin inhibitor, an NFAT signal inhibiting method, and a calcineurin activity inhibiting method. SOLUTION: The external preparation, the hair restorer, the NFAT signal inhibitor, and the calcineurin inhibitor comprise an extract obtained by previously washing Angelica atropurprea or the root of the plant with the use of an ethanol aqueous solution one to nine times, and thereafter extracting the ethanol washed plant or its root with the use of a 25-45 vol.% ethanol aqueous solution as an active ingredient. PURPOSE: To obtain a hair tonic capable of promoting hair follicle tissue proliferation, excellent in hair growth promotive effect, thus presenting excellent hair tonic activity on various apopecia irrespective of the symptoms and individual variation. CONSTITUTION: This hair tonic contains 0.0001-20 (pref. 0.01-10)wt.% of an ingredient having plasminogen activator inhibitory action. The ingredient is selected from a plasminogen activator inhibitor 1 (and 2, 3), protease nexin 1, benzamine, 6-aminocaproic acid, tranexamic acid, aprotinin, soybean-derived trypsin inhibitors, oligopeptides of the formula, X -Arg-Met-Y (X is H, Ala, ser-Ala-, etc.; Y is H, Ala, Ala-Pro, etc.). Besides, according as appropriate, 0.001-5wt.% of such ingredient(s) as blood circulation promoter, antimicrobial agent, keratolytic agent, antiseborrheic agent, local stimulant, anti-inflammatory agent, moisturizer, antiandrogen and/or hair follicle activator is (are) formulated in this hair tonic.
