PROBLEM TO BE SOLVED: To provide an improved method and system for performing speech compression by using variable rate vocoding technology. SOLUTION: Disclosed is the method for generating a current estimated value (B') of background noise in a frame of a speech signal (S(n)) including a plurality of frames, the method including: calculating the energy level (R(0)) of a frame of the speech signal (S(n)); obtaining an estimated value (B) of background noise in the last frame of the speech signal; and generating the current estimated value (B') of background noise based upon the energy level (R(0)) and the estimated value (B) of background noise in the last frame. Abstract:
PROBLEM TO BE SOLVED: To provide new improved method and system which compress speech by using variable speed vocoding technology. SOLUTION: The device and method perform compression of a speech signal by the variable speed encoding of a frame of a digitized speech sample (10). Levels of speech activities for each frame of the digitized speech sample are determined and output data packet speed is selected from one set of speed based on the determined levels of the frame speech activities. The lowest speed of the set of speed corresponds to a speech activity at the minimum detected level such as background noise or pause in the speech and on the other hand, the highest speed corresponds to a speech activity at the maximum detected level such as active utterance. After that, each frame is encoded to the selected speed according to a predetermined encoding format, in which each speed has the corresponding number of bits indicating the encoded frame. PROBLEM TO BE SOLVED: To provide a method and apparatus for controlling data rates for communication to and from a base station (2) and a plurality of remote users (4). SOLUTION: The usage of the communications resource whether the forward- link resource, from the base station (2) to remote users (4), or a reverse-link resource, from the remote users (4) to the base station (2) is measured. The measured usage value is compared against at least one predetermined threshold and the data rates of communication or a subset of communications on the communications resource is modified according to the comparisons. PROBLEM TO BE SOLVED: To provide additional security measures that reduce or eliminate the risk that an unauthorized user of a credit card can conduct business on the Internet.SOLUTION: An e-commerce transaction is conducted between a merchant system and a telecommunications device on a consumer's account. The merchant system obtains authorization from an authentication device of the consumer before completing the e-commerce transaction. A registry server, accessible by the merchant system, may be used to maintain a database of telecommunication devices authorized to conduct e-commerce transactions on the consumer's account.

PROBLEM TO BE SOLVED: To allow synchronized broadcast to transmit a same broadcast content using a same waveform from multiple transmitters. SOLUTION: Transmitters each apply a same spreading code for broadcast transmissions. In a spread-spectrum communication system having a time division multiplexed forward link, a synchronized broadcast transmission is inserted into a broadcast slot. One embodiment employs an Orthogonal Frequency Divisional Multiplex (OFDM) waveform for the synchronized broadcast. An OFDM receiver is then used to process the received synchronized broadcast transmission. An alternate embodiment implements a Pseudo-random Noise (PN) code for use by multiple transmitters. PROBLEM TO BE SOLVED: To provide a system and method for minimizing data bottlenecks in low data rate networks (LDRNs) that communicate facsimile transmissions. SOLUTION: An LDRN is a facsimile network having a transmission data rate less than the data rate of FAX machines serviced by the network. The system and method can be implemented in any type of LDRN, including analog and digital wired LDRNs, as well as analog and digital wireless LDRNs (cellular networks, for example). The system and method involve processing the facsimile transmissions in order to make the data rates of the LDRN and the FAX machines compatible. The lowest speed of the speed pair correspond to the lowest level speech activity detected as the background noise in the speech or a pause or the like, on the other hand, the highest speed corresponds to the highest level speech activity detected as active utterance or the like. Thereafter, each frame is coded according to a coding format preliminarily specified to the selected speed, and each speed has a corresponding number of bits for expressing the coding frame. A data packet is given to each coding frame having each output data packet of a bit speed corresponding to the selected speed.

PROBLEM TO BE SOLVED: To provide dynamic mobile coupons (DMCs) having a variable commercial value and/or other variable coupon characteristic.SOLUTION: A DMC can be distributed to a mobile device on the basis of criteria established by a sponsor of the DMC. A redemption value of the DMC is variable and dynamically established on the basis at least partly of data associated with a recipient mobile device. Upon redemption of the DMC at a retail entity, the value is fixed to and applied to a transaction. Details of the transaction are provided to a remote clearinghouse that performs mediation and indemnification functions to finalize the transaction. This disclosure can provide a DMC that facilitates a rich and flexible mechanism to generate purchasing incentive for consumers in a mobile environment.

PROBLEM TO BE SOLVED: To provide a method of communicating profile data associated with a calling device to a receiving device.SOLUTION: A profile associated with a calling device is stored on a profile server that is in communication with a telecommunications service provider. A receiving device receives a call from the calling device and is provided with the profile during call set-up. Some or all of the profile is used in connection with the incoming call on the receiving device. This feature is known as Enhanced Caller-ID or RCLID (Rich Calling Line Identification). The profile server is connected to a wireless network via a WAN (Internet).
