PROBLEM TO BE SOLVED: To control whether a device is allowed to perform one or more functions on the basis of distance-related functions and information associated with two or more devices.SOLUTION: One or more distance-based functions are used to control whether a device is allowed to request another device to perform one or more functions. Similarly, one or more distance-based functions are used to control whether a device may perform one or more functions requested by another device. A distance-related function may take various forms including a distance between devices, two or more distances between devices, a rate of change in a relative distance between devices, relative acceleration between devices, or some combination of two or more of the these distance-related functions.

PROBLEM TO BE SOLVED: To perform adaptive control of an encoded data rate in a data compression system. SOLUTION: Each of the segments in a video input is quantized by quantizer sets 20A to 20C to generate a plurality of quantized segments. Each of the quantized segments is encoded in a variable rate by variable-length encoders 22A to 22C, based on a quantized index to generate an alternative encoded bit stream. Sets 24A to 24C of rate-measuring instruments measure data rates required to transfer the alternative encoded bit stream in each set, and a comparator 30 compares the measured rate with a predetermined target bit rate. An encoded bit rate approximately equal to the target bit rate is supplied to a rate buffer 34. PROBLEM TO BE SOLVED: To provide an apparatus capable of improving performance of an OFDM system under the state of sub-carrier attenuation caused by a multi-path state. SOLUTION: In an orthogonal frequency division multiplexing (OFDM) system which uses an outer Reed-Solomon encoder, interleaver 24 and an inner convolutional encoder 26, after the inner convolutional encoding, the data bits are interleaved by an inner interleaver 28, and then grouped into symbols, each symbol having "m" bits. After grouping, the symbols are mapped to a complex plane using quadrature amplitude modulation (QAM). Thus, bits, not symbols, are interleaved by the inner interleaver 28. PROBLEM TO BE SOLVED: To provide a telecommunication device and a telecommunication method which enable communication with a remotely situated low duty cycle device even if the telecommunication device is in a sleep mode in order to conserve battery power.SOLUTION: Remote monitoring of operations includes monitoring operational status information and transmitting the operational status information to a remotely situated low duty cycle device via radio frequency signals as short messages. The low duty cycle device is activated from a hibernating state in synchronization with the transmission of messages.

PROBLEM TO BE SOLVED: To attain reception of information transmitted from the center even in a low-duty cycle device which can obtain such a standby state that a low-power and/or battery-driven wireless communication device transmitting an operation state information to a remote information processing device by monitoring the operation state information is usable as remote operation monitoring.SOLUTION: The present invention is a system and method for establishing communication between a low-duty cycle device and other devices through a wireless communication network. An operation state is transmitted as a short message by a radio frequency signal. In one specific mounting, the low-duty cycle device synchronizes with the transmission of a message and starts in a standby state.

SOLUTION: Disclosed is the method for generating a current estimated value (B') of background noise in a frame of a speech signal (S(n)) including a plurality of frames, the method including: calculating the energy level (R(0)) of a frame of the speech signal (S(n)); obtaining an estimated value (B) of background noise in the last frame of the speech signal; and generating the current estimated value (B') of background noise based upon the energy level (R(0)) and the estimated value (B) of background noise in the last frame.
