Abstract: PURPOSE:To prevent an effective picture display from lacking a part of both right and left ends by compressing the time base of a video signal in an effective horizontal scanning period, and extending the time base of the video signal in the horizontal scanning period for the share of compressed part. CONSTITUTION:At the second clock generating circuit 6, the generation circuit 11 of a modulation signal SM to change a clock frequency is provided and the generation circuit 11 is controlled based on a scramble code signal SC which is supplied to a terminal 12. The modulation signal SM is a signal having the same waveform with the compressing and extending state of the time base as shown at a figure and by a scramble code signal SC which is supplied at the first field, a modulation waveform equivalent to a straight line L1 in the figure is performed and the frequency of the second clock CK2 is controlled so as to be lower than a reference frequency at the first half setting an intermediate part 0 in the figure as a border and is changed continuously to be equal to the reference frequency at the intermediate part 0 and at the latter half of the intermediate part 0, it is controlled so as to be higher than the reference frequency in order.

Abstract: PURPOSE:To improve picture quality by displaying a non-interlaced double scanning and processing a motion adaptive interpolation which is different at a still picture part or at a moving picture part. CONSTITUTION:A double scanning conversion means which converts a received television signal of an MUSE system to the television signal of a non-interlaced double scanning system is prepared and a signal converted by the means is displayed on a color picture tube 20 as a picture. An inter-four fields interpolation means 12 and a within-field interpolation means 9 are provided at the double scanning conversion means and the inter-four fields interpolation means 12 and the within-field interpolation means 9 are controlled by the output of a means 14 which detects the motion of the picture. And at the still picture part, the picture of a scanning line which is interpolated by the output of the inter-four fields interpolation means 12 is generate and at the moving picture part, the picture of the scanning line which is interpolated by the output of the within-field interpolation means 9 is generated. Thus, a sufficient resolution power is obtained.
