Abstract: PROBLEM TO BE SOLVED: To more quickly issue a key with higher security. SOLUTION: A key server 5 receives a key transmission request with an APID, corresponding to a program requiring an MGID and a key from a personal computer 1. The key server 5 makes a request to an EMD registration server 3, to discriminate whether the personal computer 1 is registered and receives a result of discrimination as to whether the personal computer 1 is registered from the EMD registration server 3. In the case of receiving the discrimination denoting the registration result of the person computer 1, the key server 5 generates a key corresponding to the program and transmits the generated key to the personal computer 1.
