The powdered cellulose with the low crystallinity is preferably obtained by treating a cellulose-containing raw material using a grinder. In the oxidation step, the powdered cellulose with the low crystallinity is preferably dispersed and oxidized in a water system in the presence of an N-oxyl compound.
