    Abstract: PURPOSE:To obtain the titled compound, by using a trivalent organic phosphorus compound or oxide thereof and a water-soluble amine having a specific range of a pKa as a base in reacting vinyl chloride with CO and hydrogen in the presence of an Rh compound, the base and water. CONSTITUTION:Vinyl chloride is reacted with CO and H2 in the presence of an Rh compound (e.g. rhodium oxide or hexadecacarbonyl hexarhodium), base and water to provide the titled substance.     Abstract: PURPOSE:To improve the production efficiency of the titled compound useful as a synthetic intermediate for agricultural chemicals, pharmaceuticals, etc., by reacting vinyl chloride with carbon monoxide and H in the presence of a rhodium compound and a base consisting of a combination of a trivalent organic phosphorus compound, etc., with a specific compound having high boiling point. CONSTITUTION:The objective compound is produced by reacting vinyl chloride with carbon monoxide and hydrogen at 20-80 deg.C in the presence of a rhodium compound and a base consisting of a combination of (A) at least one kind of a trivalent organic phosphorus compound (e.g. trimethylphosphine or trimethyl phosphite) or oxide of a trivalent organic phosphorus compound (e.g. triethylphosphine oxide or triphenylphosphine oxide) and (B) at least one kind of an amino alcohol having a boiling point of >=180 deg.C under 1atm. (e.g. diethanolamine) and preferably in the presence of water. The rhodium compound is preferably a halogen-free compound.
