Abstract: PURPOSE: An apparatus and a method for changing an operation mode of a railroad car are provided to monitor a state of a driver and a situation of a driver seat by using a camera installed in the driver seat. CONSTITUTION: An apparatus for changing an operation mode of a railroad car includes a camera part(10), an image control part(20), and a car control part(30). The camera part is arranged in a driver seat in order to obtain a driver seat image. The image control part includes an image input part, an image extracting part, and an image discriminating part. The image input part receives a driver seat image. The image extracting part extracts a steering wheel image from the driver seat image by edge detection. The image discriminating part confirms a steering wheel control by comparing the steering wheel image with a pre-stored image. If the steering wheel control is confirmed by the image control part, the car control part changes an automatic operation mode into a passive operation mode.
