    Abstract: A martensitic stainless steel product having a chromium content of 9 to 15 % by weight and a surface from which mill scales generated during production are removed by a shot blasting. The surface satisfies that, when a color image of the surface taken with 640 x 480 pixels is analyzed on blue color and a histogram of the pixel numbers and the tones divided into 0 to 255 classes is obtained, a relationship between the maximum frequency Yp and the tone value Xp at which Yp is counted satisfies an inequality, 800Xp - Yp - 27000 > 0. This steel product is superior in weatherability under atmospheric environments, and also superior in sulfide stress cracking resistance under environments containing hydra-sulfide.

    Abstract: A Fe-Cr alloy billet, characterized in that a high area % as high as 70 area % or more of the higher draft surface thereof is coated with a scale layer; a method for producing a Fe-Cr alloy billet wherein an ingot is subjected to blooming without de-scaling of the ingot. The Fe-Cr alloy billet allows the reduction of the thrust or enfoldment therein of scales and allows the significant reduction of the surface treatment prior to the manufacture of a tube in the production of a billet for a seamless tube. The employment of th e Fe-Cr alloy billet for the production of a seamless tube allows the producti on of a Fe-Cr alloy steel tube being comparatively difficult to manufacture wit h a reduced cost with good efficiency, which leads to the widespread applicati on thereof in the field of the production of a hot seamless steel tube.

If the product is a steel pipe, it exhibits excellent corrosion resistance when used for an oil country tubular goods or line pipe.
