PROBLEM TO BE SOLVED: To provide a poultice having excellent adhesion and re-adhesion force for a long time, therefore, capable of applying a medicament to the skin for the long time, capable of being again adhered thereto, and having an excellent sense of use with suppleness and low irritation to the skin. SOLUTION: This hydrous pressure-sensitive adhesive composition contains polybutene, a nonionic surfactant, and an oil-absorbing inorganic powder. The polybutene is mixed into the composition in an amount of more than 5.0 mass% and not more than 20.0 mass% based on a total amount of the hydrous pressure-sensitive adhesive composition. PROBLEM TO BE SOLVED: To provide a pressure-sensitive adhesive tape which enables incorporation of a large amount of a plasticizer into a pressure sensitive adhesive layer in the pressure sensitive adhesive tape obtained by laminating the pressure-sensitive adhesive layer on a substrate, excels in adhesiveness, cohesiveness, and stability, and does not cause skin irritation. SOLUTION: The pressure-sensitive adhesive tape is a removable pressure-sensitive adhesive tape obtained by coating an aqueous emulsion pressure-sensitive adhesive containing a copolymer obtained by polymerizing a (meth)acrylic monomer having an acetoacetyl group in the molecule and one or more (meth)acrylic monomers selected from the group consisting of 2-ethylhexyl acrylate, butyl acrylate, diacetoneacrylamide, methyl (meth)acrylate, ethylene glycol dimethacrylate, and tetraethylene glycol dimethacrylate together with a plasticizer on a substrate, and the pressure sensitive adhesive layer does not contain a percutaneously absorbing agent, and the copolymer is self-crossinked by the acetoacetyl group. PROBLEM TO BE SOLVED: To provide a reservoir-type administrating device for administrating a liquid or gel preparation, which contains a medicinal drug, through the skin or the mucosa. SOLUTION: In the reservoir-type administrating device, a drug reservoir is provided between a base material film and a release-controlling film layer, and an adhesive layer and a peeling liner are laminated on the surface opposite to the face where the release-controlling film layer is bound with the base material film. In this case, a drug reservoir-coating film is provided between the drug reservoir and the release- controlling film to prevent the leakage of a drug-containing liquid from the drug reservoir during the storage of the device. Furthermore, the drug-containing liquid can flow out on the side of the release-controlling film when used, since a means for releasing the drug reservoir-coating film is provided. This reservoir-type administrating device of the present invention having the reservoir-coating film between the drug reservoir and the release-controlling film can prevent the drug-containing liquid or gel from leaking out of the drug reservoir on the side of the release-controlling film during the storage of the device of the present invention, and thereby the reduction in adhesive force of an adhesive agent, the leakage of the drug-containing liquid or gel and the volatilization of a solvent can be prevented.
