Hereby, there is prevented an inconvenience that a hot feeling of a user is received and corrected erroneously or a predictive hot feeling input is received to undesirably result in an uncomfortable hot heat environment when the PMV value does not fall within the comfortable region.

In a sale, a consumer selects the temperature of a beverage in a hot water temperature selection means 24. It can be selected from the two stages of 'normal' and 'tepid'. Then the beverage at the desired temperature is supplied without changing time until the sale and the amount of the beverage by controlling a circulation bulb 7 and a hot water discharge bulb 8 by using a bulb control means 27.
