The unit for controlling shifting outputs a control signal to the device for detecting moving and traveling of a vehicle, receives the state of the shifting mode, throttle valve opening, rotational frequency of the output shaft, rotational frequency of the engine, and the position of a gear shift lever, and decides the state of the road. The unit for controlling shifting outputs a control signal of two-speed brake if a stop of the vehicle on a sloping road at N range is decided, and releases two-speed brake and at the same time outputs a one-speed control signal for a forward movement if a start of the vehicle on the sloping road is decided. The driving unit performs shifting by supplying hydraulic pressure discharged from an oil pump with duty control by a duty control signal of speed change control output from the unit for controlling shifting to an appropriate frictional element, and releasing.
