The system for managing a battery includes a first cooling fluid path circulating through a Peltier apparatus for heating/cooling a battery when a radiator and the battery are over cooled or heated; a second cooling fluid path connected to the first cooling fluid path and circulating through a charger for charging the battery; a shutoff value for controlling the opening and closing of a fluid path at each branch of the cooling fluid paths; a refrigerant pump for controlling the circulation of a refrigerant; and a controller for controlling the shutoff valve and the refrigerant pump while the vehicle is parked or charged so that the refrigerant is circulated through the charger and the Peltier apparatus when the battery is over-cooled and being charged and the refrigerant is circulated through the radiator and the Peltier apparatus when the battery is over-heated.

    Abstract: PURPOSE: A sub cooling-and-hating device for a vehicle is provided to perform cooling-and-heating by operating a sub temperature control unit when a vehicle stops so that the cooling-and-heating efficiency is improved. CONSTITUTION: A sub cooling-and-hating device for a vehicle comprises a blower unit(10), a temperature control unit(20), a sub temperature control unit(40), a sub power supply unit, and a sub cooling-and-heating control unit. The blower unit comprises a blower(11). The temperature control unit is connected to the blower unit and receives ventilated air, thereby discharging cooled or heated air to each parts of a vehicle. The heat exchange core having the thermoelectric element is installed inside of the temperature control unit. The sub power supply unit supplies power to the heat exchange core and blower when the vehicle stops. The sub cooling-and-heating control unit controls an operation of the thermoelectric element and blower when a user wants cooling or heating the vehicle inside in the state that an operation of the temperature control unit stops.
