Abstract: The present invention is about a method and arrangement for congestion control in distributed communication networks. In order to resolve a congestion, resource controlling units in the network report detected congestions to those units that are connection controlling units for connections that apply resources of said resource controlling unit along with a proposal for a new Transport Format Set for these connections. The method can optionally inform the connection controlling unit when the congestion has been resolved.

Abstract: A telecommunications system and method is disclosed for efficient and flexib le usage of bandwidth within a code division multiple access (CDMA) cell (210, 220, 230). Multiple carriers (250, 260) can be included within a CDMA cell (210, 220, 230), in which a different number of carriers can be allocated to downlink transmissions and uplink transmissions. In addition, a mobile stati on (MS) (150) can allocate downlink bandwidth from different carriers (250, 260 ) to contribute to a Traffic channel, making it possible to form high user bit - rates, e.g., 4 Mbps. A CDMA cell (210, 220, 230) can contain a Primary carri er (250) with all channel types and at least one Secondary carrier (260) with only dedicated channels and optionally power controlled common channels. The Primary carrier (250) has a primary scrambling code (270) and zero or more secondary scrambling codes (280) associated therewith, while the Secondary carrier (260) has one or more secondary scrambling codes (280) associated therewith.

Abstract: In a telecommunications network, a method and apparatus for allocating frequency channels makes uplink and downlink signal quality measurements for channels that are in use or available for use and for channels that may become available for use. The measured uplink and downlink signal quality is compared for each of the channels. Already selected channels (i.e., channels in use or available for use) that exhibit poor signal quality characteristics because the measured downlink signal quality is less that a first predefined amount and the is also less than the measured uplink signal quality by a second predefined amount, are exchanged with candidate channels (i.e., channels that may become available for use) that exhibit better signal quality characteristics to thereby improve the overall signal quality of the network.

Abstract: Interference and bit error rate measurements are made on the uplink and downlink to determine communications quality. Mobile station mobile assisted hand-off (MAHO) functionality is utilized to make the downlink measurements. Following filtering, the measurements are evaluated to identify potential candidates for reallocation. In one type of evaluation, when measured downlink bit error rate on a selected frequency is lower than a threshold and is worse than measured uplink bit error rate, then a better quality candidate is chosen to replace the selected frequency. In another type of evaluation, when a best available candidate has better interference than a worst quality one of the selected frequencies, that best candidate is chosen to replace the selected frequency.

Abstract: Signal quality in a region of a telecommunication system is improved by first determining a filtered transmitter power level that represents transmitter power levels in the region. Then the filtered transmitter power level is used to determine a new adaptive signal quality reference level. Finally, the new adaptive signal quality reference level is used to adjust the individual transmitter units in the region so that the actual signal quality experienced by the communication links in the region substantially equals the new adaptive signal quality reference level.
