Abstract:
In a telecommunications network, a method and apparatus for allocating channels makes signal quality measurements for channels that are in use or available for use and for channels that may become available for use. Already selected channels (i.e., channels in use or available for use) that exhibit poor signal quality characteristics are exchanged with candidate channels (i.e., channels that may become available for use) that exhibit better signal quality characteristics to thereby improve the overall signal quality of the network.
Abstract:
A technique for estimating the quality of an unmeasureable channel in a time division multiple access radio telecommunication network is disclosed. In an embodiment of the invention, the estimate of the unmeasurable channel is based on samples from other time slots or channels on the same carrier frequency in the same cell. By way of example, a plurality of quality measurements, which may include the interference, bit error rate (BER), frame erasure rate (FER), and burst quality (BQ) are performed on associated channels of the same carrier frequency and cell as the unmeasurable channel. The quality is based on the suitable maximum value of the estimated values derived from the associated channels. The method is applicable to either uplink or downlink signal measuring techniques and provides an effective means for estimating intrafrequency channels that are closely correlated.

The present invention relates to a method and an arrangement for performing a paging procedure in a radio communication system comprising a radio communication network and at least a first mobile station. Upon receiving a request for establishment of a call to the first mobile station, the radio communication network initiates (201) the paging procedure. A page signal is transmitted (202) to the first mobile station. Upon detecting (203) a deficiency in the paging procedure which potentially is due to radio signals transmitted between the first mobile station and the radio communication network being subject to excessive propagation loss, an alert signal is generated (204) to the user of the first mobile station. After performing redeeming actions aming at providing more favourable conditions for radio communication, the user triggers (205) the first mobile station to transmit (206) a manual page response signal to the radio communication network.

Interference and bit error rate measurements are made on the uplink and downlink to determine communications quality. Mobile station mobile assisted hand-off (MAHO) functionality is utilized to make the downlink measurements. Following filtering, the measurements are evaluated to identify potential candidates for reallocation. In one type of evaluation, when measured downlink bit error rate on a selected frequency is lower than a threshold and is worse than measured uplink bit error rate, then a better quality candidate is chosen to replace the selected frequency. In another type of evaluation, when a best available candidate has better interference than a worst quality one of the selected frequencies, that best candidate is chosen to replace the selected frequency.

A method of setting the appropriate hysteresis for cells in a wireless telecommunication network in order to reduce the rate of oscillating handoffs arising from a routine mobile station handoff from an originating cell to a neighboring cell. The method includes measuring the received signal strength in the originating cell and the received signal strength of at least one neighboring cell. The hysteresis is calculated by applying a statistical operation, such as the standard deviation, to at least one of the received signal strengths. Alternatively, the hysteresis calculation may include the handoff oscillation rate. The calculated hysteresis value may be presented to the operator for manual adjustment or may be input into self-configuring cells for the dynamic adjustment of hysteresis levels to improve the network operating performance.
