Abstract: PROBLEM TO BE SOLVED: To secure a minimum picture quality even when the bit rate of a coded data stream to be output is changed.
SOLUTION: The real time distribution system 1 of a moving image is provided with: a frame rate conversion part 11 for controlling the frame rate of input moving image data; a coding part 12 for compress-coding moving image data whose frame rate is controlled by MPEG-4; a frame rate calculation part 16 for calculating the set value of the frame rate; and a transmission part 13 and a reception part 14 for transmitting and receiving data through a network. The reception part 14 detects the communication situation of the network and calculates a target bit rate based on the communication situation of the detected network. The coding part 12 controls the bit rate of an MPEG-data stream according to this target bit rate. The frame rate calculation part 16 estimates the picture quality based on the quantization scale value of the coding part 12. When the picture quality is deteriorated not less than a fixed degree, the calculation part 16 lowers the frame rate.

Abstract: PROBLEM TO BE SOLVED: To suppress deterioration in picture quality when encoding is performed by detecting moving vectors between frames of image data.
SOLUTION: A simple motion detecting circuit 3 detects the motion quantities (simple moving vector) between image data (current field image) inputted from outside an encoder 1 and image data (retrieved field image) inputted from a frame memory 2 and outputs them to a decision circuit 4. The decision circuit 4 determines the reduction rate of the image according to horizontal and vertical motion quantities inputted from the simple motion detecting circuit 3 and outputs information on it (image size parameter) to an image size converting circuit 5. The image size converting circuit 5 reduces the image of the image data inputted from the frame memory 2 according to the reduction parameters inputted from the decision circuit 4 and outputs the image to an encoding circuit 6. The encoding circuit 6 encodes the image data inputted from the image size converting circuit 5.

Abstract: PURPOSE:To reduce the circuit scale by deviating a reference block with respect to a search area so as to reduce the number of delay circuits when plural motion vector detection units are arranged to extend the search area. CONSTITUTION:A digital video signal is given to an input terminal 42 and in the case of 1, P, B frames, the frames are received by selecting selectors 3-7 respectively. Each of motion vector detection units 30-41 has a 16X16 picture element of block size and a 32X32 picture element of search area. In the case of the P frame, image data in the search area of the retrieved frame are read from a frame memory 1 via the selector 3 delay circuits 11, 12 and the selector 5. Image data from the terminal 42 are given to delay circuits 21-25, from each stage of which image data of a reference block are obtained. The search area is processed as areas A1-A12. by the 12 detection units 30-41. Since the data of the reference block from the terminal 42 are fed to the units 30-41 from each stage via the circuits 21-25, the reference block is deviated with respect to the search area.

Abstract: PURPOSE:To enable optimum motion compensation when converting differential data to a frequency area and quantizing it by converting the data of difference between a present frame and a motion compensated reference frame to the data of the frequency area and forming an evaluation value for detecting a matching block. CONSTITUTION:Concerning the inspection block of the reference frame, a prescribed vector search range is moved for each picture element. A comparison and judgement circuit 10 judges the inspection block closest to the reference block from the evaluation value formed by converting the value of difference between the pixel data of the reference block of the present frame and the pixel data of the inspection block of the reference frame to the frequency area. This inspection block is defined as the matching block, and a motion vector is judged from this matching block. This motion vector detection is suitable for performing the motion compensation when converting the data of difference between the present frame and the reference frame to the frequency area and encoding it like an MPEG system.

Abstract: PURPOSE:To make recording data possible without extra and deficiency by controlling the compressing rate of data in accordance with capacity capable of recording information of a recording medium and the length of information to be recorded. CONSTITUTION:When an input part 13 is operated and recording start is commanded, an arithmetic circuit 12 reads the recording possible capacity (remaining quantity) of a disk 15 and displays it in a display part 14. A user operates the input part 13 and inputs recording capacitance (w) to be recorded and the recording time (t) of the information. Then, the circuit 12 calculates an average transmission rate R1 from a following expression: R1=w/t-alpha, provided that alpha is the transmission rate for audio data and other additional data which are added to video data in a system multiplexing encoder 9. Then, the circuit 12 permits the display part 14 to display picture equality at the time of recording a video signal at the average transmission rate R1. When picture quality displayed in the display part 14 is sufficient, it is inputted from the input part 13 and recording is executed at the average transmission rate R1.

The nonlinear de-emphasis processing is performed in the de-emphasis circuit 10. The distortion brought about by a limiter 16 in the de-emphasis circuit 10A is detected by the emphasis circuit 40A and the distortion correction circuit 30. In the signal subtraction circuit 35, the distortion component from the distortion correction circuit 30 is subtracted from the nonlinear de-emphasis signal containing the distortion from the de-emphasis circuit 10A.

CONSTITUTION:A time division multiplexing circuit 42 generates time division multiplexing signals S11 and S12 by interpolating YC guard signals SY2A-SY2D during the YC guard periods of a color difference signal C and a luminance signal Y. Emphasis processing circuits 8A and 8B process the time division multiplexing signals S11 and S12. Concerning emphasis processed signals S3 and S4, YC guard adding circuits 12A and 12B replace the YC guard signals SY2A-SY2D with the prescribed reference guard signal and output the signals while adding ID signal ID1-ID4. Therefore, since the YC guard signals SY2A-SY2 D are selected into a prescribed signal waveform corresponding to the ID signals, the waveform distortion of the regenerative signal to be changed corresponding to the ID signal can be prevented.
