본 발명에 따른 장치는 워드라인 레벨 생성부에서 생성하는 워드라인 전압레벨이 불안정할 때, 외부 바이어스전압으로 대체하여 워드라인에 인가함으로써, 메모리에 저장된 데이터를 정확히 리드하는 기능을 제공한다.-
