    Abstract: PURPOSE: Encoding/decoding apparatus and method using DCT/DST selectively are provided to increase a compression ratio of an image block by performing inter/intra prediction between images for a fixed size blocks and then conversion and quantization. CONSTITUTION: A first conversion unit(220) converts a target image into a first conversion coefficient using DCT(Discrete Cosine Transform). A second conversion unit(230) converts the target image into a second conversion coefficient using DST(Discrete Sine Transform). A conversion method decision unit(260) selects the first or second conversion coefficients as a conversion coefficients for the target image.
