In a method for transmitting a data packet by a user terminal in a mobile communication system according to the present invention, a power saving mode is entered to transmit the data packet only when a channel state satisfies a transmission threshold value. If the data packet to be transmitted is generated, the transmission of the data packet is started when an index showing the channel state is larger than the transmission threshold value by comparing the index showing the channel state with the transmission threshold value. The data packet is transmitted until a duration timer which begins at the same point as the transmission of the data packet is terminated. The present invention relates to a method for increasing the network performance and quality of experience (QoE) by additionally guaranteeing wireless resources which are capable of transmitting data to a user using a Non-3GPP access network (AN) in a wireless communication system such as a long term evolution (LTE). The use of 3GPP AN and Non-3GPP AN such as LTE is predetermined to a terminal or is made up with a policy which is provided from a policy server such as ANDSF. Because the current policy is difficult to be dynamically configured, the current policy is not suitable to be dynamically selected and used by a user terminal according to the signal intensity or congestion of each AN which are subject to rapidly change. The present invention proposes two methods which are capable of determining whether a method or a policy can be applied or not which can be dynamically updated and applied according to the situation of the AN and user.
