The invention relates to an actuating device for an internal combustion engine valve-train device, in particular a camshaft adjustment device, comprising a phase adjustment unit (18), which has a coupling unit (20) in order to adjust a phase position in a normal operating mode, which coupling unit is intended to apply a braking force to an adjustment gear train element (14), and comprising a setting unit (30), which is intended to a set a defined emergency-operation phase position in at least one fail-safe operating mode. The invention relates to a camshaft unit, particularly of an internal combustion engine, comprising a cam shaft (11) that can be driven via a drive unit (10), a phase displacement unit (12) which has an actuating gear (13) and a control unit (14) with a stator element (15) and a rotor element (16) and is provided for setting a phase relation between the drive unit (10) and the cam shaft (11), and further comprising a bearing device (17), which is provided for supporting part of the control unit (14).
