CONSTITUTION: A high water level alert generation method regarding a high water level information standard value based on a time includes a stage (S110) for preparing water level analysis DB including annual average water level data averaging water levels in a plurality of time points prior to an annual extreme high water level occurrence time point and an annual approximate maximum high water level, a stage (S120) for deriving a relative formula of a water level with respect to a time reaching to the extreme high water level using the annual average water level data, a stage (S130) for deriving a previous time point from the extreme high water level occurrence time point corresponding to the approximate maximum high water level from the formula to the approximate maximum high water level time point, a stage (S140) for deriving a water level value equidistantly dividing a range from the approximate maximum high water level time point to the high water level time point, a stage (S150) for obtaining a measured water level value and a stage (S170) for generating a high water level alert when the measured water level exceeds the alert standard water level. Abstract: PURPOSE: A tsunami database establishment and tsunami computation method by unit tsunami is provided to rapidly predict the scale of tsunami in case of earthquakes without establishing large amount of database. CONSTITUTION: A method for predicting the height of tsunami includes the following steps: computing the heights of tsunami respectively in a plurality of areas with predetermined unit areas; computing wave heights of respective earthquake occurred areas; computing a ratio between the wave heights of the respective earthquake occurred areas and a predetermined wave height; and computing the height of tsunami at a predetermined area based on the computed ratio. A database unit(101) is for storing data of the plurality of areas.
