A device (100) for providing ozone to a liquid to be treated comprises at least one ozone generating cell (120) fed with alternating current and an oxygen containing gas. The cell is totally immersed in the liquid to be treated. The at least one ozone generating cell (120) is totally enclosed in a way known per se and is provided with at least one per se known diffuser (150) for producing bubbles containing ozone. Further, the at least one ozone generating cell (120) and the at least one diffuser (150) are formed as a self-contained, integral unit (100). The invention also comprises a system and a method for treating liquids with ozone.
