Abstract: A flat display panel for preventing static electricity and a manufacturing method thereof are provided to prevent influx of static electricity into a panel and into an adjacent unit panel by forming a guard line spaced apart from a plurality of unit panels at predetermined intervals and installed in a peripheral portion of the substrate. A substrate(100) includes a plurality of unit panels spaced apart from each other at a predetermined interval. A guard line(300) prevents influx of static electricity into the plurality of unit panels. The guard line is spaced apart from the plurality of unit panels at a predetermined interval, and is installed at a peripheral portion of the substrate. The substrate is exposed at a region between the guard line and the plurality of unit panels. The guard line includes a first metal layer(310) formed on the substrate, a first insulating layer(330) formed on the first metal layer, a second metal layer(350) formed on the first insulating layer, a second insulating layer(370) formed on the second metal layer, and a third metal layer(390) formed on the second insulating layer.

Abstract: A video printer needs a sampling frequency for storing the digital signal converted from the analog image signal into a line memory. The circuit is for deciding the initial sampling point precisely using a mono multivibrator. The circuit comprises a counter (12) for counting the vertical synchronous signal, a mono multivibrator (13) for producing the pulse signal with using the horizontal synchronous signal, an image data counter (9) for counting the horizontal sync. by logical AND the subcarrier and the output of the mono multivibrator, and a line memory for recording the digital image data.
