Abstract: PURPOSE: A hierarchical image encoding and decoding method and a device using the same are provided to allocate bits according to importance of an image, thereby superiorly maintain the entire picture quality. CONSTITUTION: A key frame has a smaller value than an existing QP(Quantization Parameter). A larger number of bits are allocated to a key frame with high importance. Therefore, coding efficiency increases. A larger QM(Quantization Matrix) value is allocated to a reference Wyner-Ziv frame. Therefore, a larger number of parity bits for correcting errors in sub information can be transmitted to an encoding unit.
