Abstract: PURPOSE: An image encoding and decoding device using an adaptive interpolation filter and an image encoding and decoding method are provided to improve overall image encoding efficiency by configuring an interpolation filter according to a category separating an input image or a coding block according to a predetermined attribute. CONSTITUTION: An image analyzer (401) analyzes an image attribute for an input image by coding block and separates a coding block into two or more categories based on the image attribute. A filter setting device (410) calculates interpolation filter index information including at least one among whether to apply an interpolation filter, the kind of the interpolation filter or the information of the number of the interpolation filter by referencing the category of the coding block.
