Abstract: An apparatus and a method for recognizing the number plate of a vehicle are provided to enhance processing speed by simplifying the calculation for recognizing the license plate photographed from a camera. An apparatus for recognizing the number plate of a vehicle includes a camera for photographing the number plate, a binary processing unit(21), a micro line processing unit(23), a scale calculating unit(25), and a number recognizing unit(27). The binary processing unit processes binary data on gray scale value caused from the number plate image of the vehicle. The micro line processing unit extracts micro lines from the processed binary data. The scale calculating unit calculates values included in main and sub parameters based on vertical and horizontal lines, curves, and circles so as to recognize numbers, 1 to 9. The number recognizing unit determines numbers on the images of the number plate based on the values included in main and sub parameters.
