    Abstract: PURPOSE: A handover apparatus and method thereof are provided to perform handoff in consideration of the transition speed and location topography of a mobile station and to reduce the times of unnecessary handover. CONSTITUTION: An RSSI(Received Signal Strength Indication) comparison unit(110) calculates the difference value of RSSI. A difference value accumulator(120) accumulates the difference value and previous difference value. If the comparison result of a preset hysteresis value and an accumulated difference value satisfies preset handover conditions, a handover determination unit(130) decides the performance of the handover. A handover performing unit(140) performs the handover varying connection into a cell which is searched from the cell connected among a plurality of cells.
