PURPOSE: A resource allocation apparatus in multi beam satellite communication system and a method thereof are provided to maximize the efficiency of limited satellite resource usage under the assumption that the Power Flux Density (PFD) of each spot beam is equal. CONSTITUTION: A reception unit (11) receives traffic demands of a plurality of beams and the channel state information of a plurality of the beams. An activated beam selection unit (130) selects at least some activated beams based on each of the traffic demands of a plurality of the beams and each channel state information of a plurality of the beams. A resource allocation control unit (140) allocates a communication capacity to each activated beam which makes a PFD level of each of a plurality of the beams equal. The resource allocation control unit determines a bandwidth of each activated beam which minimizes the difference between the traffic demand of each activated beam and the communication capacity of each activated beam which is capable of being allocated. Disclosed are a communication system to integrally provide satellite and terrestrial services and a power determining method. The communication system includes a frequency band allocating unit which allocates the same frequency band to a first satellite cell and at least one terrestrial cell which belongs to a second satellite cell which is adjacent to the first satellite cell; and a power determining unit which determines the transmission power of the first satellite cell and the transmission power of the terrestrial cell based on the interference between the first satellite cell and the terrestrial cell generated according to the allocated frequency band. PURPOSE: A spot beam selecting device and a method thereof are provided to reduce the waste of unnecessary resources by selecting a spot beam based on a channel state and a traffic demand. CONSTITUTION: A beam selecting unit(220) selects one or more spot beams for allocating transmission resources. An allocation resource determining unit(230) determines the transmission resources allocated to the selected spot beam. An information collecting unit(210) collects signal attenuation amount and the traffic demand of the spot beams.
