Abstract: PURPOSE: A downlink forward tunneling method, base station for downlink forward tunneling, and mobile communication system are provided to efficiently set up a downlink forward tunnel and to reduce time for setting up a tunnel by using X2AP protocol. CONSTITUTION: A transmitting unit(41) transmits tunnel information of a base station and a handover request to each target base station. A receiver(43) receives the tunnel information of a response about the handover request from each target base transceiver station. A tunnel processing unit(45) generates two tunnels between a serving cell and a target cell by tunnel information. Each target base station transmits tunnel information of the target base station.
