PURPOSE: A bit rate control method and a device thereof are provided to perform real time bit rate control for encoding an ultra definition video by considering a hierarchical encoding structure. CONSTITUTION: A bit rate control unit allocates a bit amount for an intra section (S430). The bit rate control unit allocates a bit amount for a Group Of Picture (GOP) (S440). The bit rate control unit allocates a bit amount by frame (S450). The bit rate control unit applies a bit amount allocation weighted value to each hierarchy level by using a relative ratio of each result bit amount after performing initial frame encoding to each frame type/hierarchy level by using an initial quantization parameter. PURPOSE: A method and apparatus for estimating an image intra and a method and apparatus for decoding an image by applying the same are provided to improve the quality of a decoding target image by an intra prediction in a compression decoder. CONSTITUTION: An image intra predicting apparatus backs up a boundary pixel value of a decoding target block(410). The boundary pixel value of the decoding target block is corrected based on a correlation between boundary pixels and adjacent pixels(420). The decoding target block is predicted according to an intra mode based on the corrected boundary pixel value(430). The boundary pixel value of the backed up decoding block is restored(440).
Abstract:
A method for channel adaptive video coding, an apparatus using the same, and a terminal having the apparatus are provided to encode video in consideration of a channel status, thereby transmitting the video resistant to an error in consideration of a channel status. A method for channel adaptive video coding comprises the following steps of: encoding an input moving picture; receiving a channel status continuously from a connection status analyzing unit if it is not determined that the input of the moving picture is not completed(S20); determining the grade of a channel by using a value for measuring the channel statue received from the connection status analyzing unit(S30); grouping each moving picture into plural slice groups(S40); and encoding the inputted moving picture according to the grouping reflecting the channel status(S50).

The present invention relates to a method for transforming a display image according to ambient light. The method comprises the steps of: detecting the illumination of the surrounding environment; changing the brightness of an image to be displayed according to the detected illumination of the surrounding environment; and performing a flare compensating process of compensating for the saturation of the image to be displayed using the detected illumination of the surrounding environment and the chromaticity coordinates of a preset white point and transforming colors, which are beyond a preset color range among the colors of the saturation-compensated image, using colors within the preset color range.

The present invention relates to an apparatus for converting color for color vision defectives which comprises: an input unit where a control command is entered from a user; an image display unit which displays an image; and a control unit which generally controls each of the functioning units and includes a color vision characteristic determination unit, which determines color vision characteristics of the user by being selected or get type and degree of color vision defectiveness from the user via the input unit by executing the previously set user color vision characteristic input menu, and an image color converter, which converts a basic hue table preset in a terminal according to the color vision characteristics of the user and then converts color of an image to be displayed in the image display unit by applying the converted basic hue table.
