Abstract: PURPOSE: A submersible storm surge barrier apparatus and a construction method thereof are provided to maintain a submersible storm surge barrier apparatus to be submersed in ordinary times and float during a storm surge in order to restrain the spread of the storm surge to a back bay. CONSTITUTION: A submersible storm surge barrier apparatus includes a concrete structure(10), a barrier(30), an air supplying part, and a water supplying part. The concrete structure is installed on a seabed. The barrier is coupled to the concrete structure with a shaft(20). A hollow buoyant body(32) is coupled to the upper end portion of the barrier. The air supplying part injects air into the buoyant body in order to rotate the barrier on the shaft and float the barrier. The water supplying part injects water into the buoyant body which is erected so that the buoyant body can be submersed.
