Abstract: A mobile device (501) is manufactured in device factory (502) and shipped for consumer sale to a retail outlet (552). When the mobile device is purchased by a user with a smart card of a carrier A, a carrier A account repository (508) is notified. After the user purchases the mobile device, the user can activate the mobile device by connecting the mobile device to an access device to access a mobile services application (420). The mobile services application sends an authentication request to the account repository to ensure that the user requesting the activation service is the true owner of the mobile device and/or an authorized subscriber of carrier A's telecommunication services. The activation is authorized when information included in the authentication request matches information associated with the mobile device in the account repository.

In one implementation, a method is provided which comprises transmitting a request for activation of the mobile device to an access device and receiving, in response to the request, information associated with a first telecommunications carrier, the first telecommunications carrier being associated with a first smart card, and an activation record specific to the mobile device. The method also comprise configuring the mobile device based on at least the first smart card and the received information associated with the first telecommunications carrier, wherein the activation record applies an activation policy which permits one or more configurations of the mobile device based on at least the first smart card.
