Abstract: Methods, systems and computer-readable medium for providing telecommunications carrier configuration at activation of a mobile device. In one implementation, a method is provided which comprises transmitting a request for activation of the mobile device to an access device and receiving, in response to the request, information associated with a first telecommunications carrier, the first telecommunications carrier being associated with a first smart card, and an activation record specific to the mobile device. The method also comprise configuring the mobile device based on at least the first smart card and the received information associated with the first telecommunications carrier, wherein the activation record applies an activation policy which permits one or more configurations of the mobile device based on at least the first smart card.
